A massive project to divert water from China's south to its drought-prone north -- which has seen hundreds of thousands of people relocated -- will become partly operational next year, state media reported.

The Philadelphia Water Department plans to seek a 28.5 percent rate increase, starting in October and spreading across a little less than three years.

About 400 residents in the Lake Tivoli Drive area of Kissimmee were warned to boil their water or treat it before drinking.
